At mid-roof inspection, to ensure the safety and structural integrity of flat-roof buildings within the City of Boulder, a stamped and signed letter from a qualified engineer must be provided. The letter should certify that the installed roof membrane assembly meets all applicable building codes and safety standards, including wind speed verifications, based on an engineering review of the installation.
