Mesa Development Services permit PMT26-14390, opened Aug 6, 2026 for 3160 E Main St 96: addition. My name is Victoria Tabakian, and I am assisting my mother Ophelia Baghtchedjian to finish the project that my father started on their house in Mesa back in 2021. My father, Hagop Baghtchedjian, got sick and eventually passed away before he could complete the Arizona room enclosure (to finish the space to be use as a living room, dining room and an office.) It was an Arizona room and he closed it up on the existing foundation. There is no plumbing work done and the few electrical elements my husband installed for my dad (he is an electrician with 20 years of experience. Most of the work is completed, it just needs flooring, some drywall touch ups and to be painted. We did not know that he didn’t have permits for the work that he did. He said he took care of it. I recently found out that he had asked the Villages HOA and they approved of it saying, “as long as it is just closing up the space under the roof (aka Arizona room) then they didn’t need to get involved. The contractor that will be doing the finishing work is Luis Ventura with Ventura Construction Services LLC. He can be reached at 623-363-1618. His license # is ROC 333445. Please help us in getting the appropriate permits. We want everything to be done right because my mom wants to sell her house. She is struggling with her health and wants to move closer to me in Queen Creek.
