DC Department of Buildings permit MVQ2400017: issued Feb 29, 2024 for alteration or repair work at 4530 Macarthur Blvd NW. Building permit B2403259 DGS/DCPS is requesting modification to Code Section 302.2.3 to allow for the LEED Commercial Interiors rating system to be used in lieu of LEED BD+C Schools. For the existing building renovation scope at MacArthur High School, there is insufficient funding available to meet LEED BD+C for Schools Gold. While Exception 1 allows for Schools to be Certified Level, based on funding and limited project scope, Certified level is not anticipated to be achievable under LEED BD+C for Schools rating system. Based on Section 6-1451.02.b.1 of the Green Building Act, tenant improvements within district owned buildings are required to be LEED: Commercial Interiors. Per this section we are asking for a code modification to file the existing building renovation work under LEED: Commercial Interiors to achieve Certified or higher rating. 1) Are there specific individual reasons that make the application of the strict letter of the Construction Codes impractical? YES, explain: Project is unable to achieve LEED BD+C for Schools due to limited scope of existing building renovation work. Please see attached for Existing Building LEED BD+C scorecard analysis. 2) Is the requested modification is in compliance with the intent and purpose of the Construction Codes? YES, explain: The budget and scope for this existing building renovation project do not support LEED BC+C schools, and as such, the project is seeking to submit the existing building renovation as LEED CI to achieve Certified Level. LEED CI is more in line with the anticipated project's scope which includes interior modifications, new mechanical system, new lighting but does not encompass site work or envelope upgrades due to funding and schedule limitations. By certifying the project with LEED CI, DGS and the design team believe this is still working within the intent of the DC Green construction Codes.
