Fence, wall or deck at 2305 Madison Ave, Baltimore
Baltimore Department of Housing and Community Development permit BRCM-25-009231: issued Aug 18, 2025 for fence, wall or deck work at 2305 Madison Ave. *This application is for 2305 Madison Avenue, but it refers to a project that spans 2303, 2305, and 2307. The permit for 2303 has already been granted from the joint application and I am now applying for 2305 and 2307.* This six-foot privacy fence replaces a dilapidated, hardly functional chain-link fence running across the rear property lines of 2303, 2305, and 2307 Madison Avenues. The old fence, even if in good repair, is not secure – it is short enough that people cross our yard to hop over it and it does nothing to give privacy to any of the three properties. The new fence is made of pressure-treated 1x6 wooden pickets with pressure-treated 4x4 pressure-treated posts. A stabilizing, ornamented crossbeam over both gates prevents the lock from going out of alignment with warping or settling (the crossbeam is pressure-treated 2x4). The fence matches existing, neighboring fences. The two gates are standard four feet wide. The gates are at 2303 and 2307 and have key locks that operate from both sides. 2303 and 2305 are owned by Nicholas Bellinson; 2307 is owned by Charles Cephas, Jr.. I initially built this fence on the assurance of a contractor who said we did not need a permit because it would qualify as a "replacement". As a first-time homeowner, I made the mistake of trusting that contractor's experience. I was served with a violation notice and successfully made the case to the environmental board and the housing department that I acted in good faith and made a naïve mistake. We are retroactively applying for this permit for the fence, which has already been granted for 2303. Thank you in advance for considering this application.

Type of work and status are our own standard labels, so permits compare across cities. The city's wording is in the "City's category" and "City's status" rows. We show costs under $100 as not listed, because filers often enter $0 or $1 when the city doesn't require a cost.
