At mid-roof inspection, to ensure the safety and structural integrity of flat-roof buildings within the City of Boulder, a stamped and signed letter from a qualified engineer must be provided. The letter should certify that the installed roof membrane assembly meets all applicable building codes and safety standards, including wind speed verifications, based on an engineering review of the installation. Class A roof assembly as tested in accordance with ASTM Standard E 108 or UL Standard 790 required. 2024 City of Boulder Energy Conservation Code (COBECC) insulation requirements apply (R-33 for insulation entirely above deck, R-53 for structures with insulation in attic spaces below deck) unless the scope does not expose insulation (either above or below deck). Roofs without sufficient insulation in the cavity or on the deck and where the insulation is exposed during reroofing shall be insulated either above or below the sheathing.? At inspection, provide to building inspection staff original wrappers of materials used or applied. Provide additional information -- such as manufacturer's cut sheet for other products used - including, but not limited to, items such as flashing, valley material, sealants, fasteners, ventilation devices or features and roof jacks & penetration boots.
