Foundation per attached engineering at mesa riverview, panel and meter per seperate submittal.. Sign shall be constructed in accordance with council use permit z08-32 ord #4862 and all stipulations of approval. Any changes to sign design, location or size requires an amendment to council use permit. Freeway landmark monument signs and electronic message displays shall not be used as an offsite sign or billboard as defined by mesa city code and shall be limited to advertising the "riverview at dobson" development. Electronic message display area is limited to text and picture messages only, with no animation or video. The message change sequence is to be accomplished immediately or by means of fade or dissolve modes with each message being displayed for a minimum of 15 seconds. No continuous, traveling, or scrolling messages allowed.
