Noise Control Measures Pre-Pour Preparations (Prior to 4:00 AM) • No Concrete Truck Backups Before 4:00 AM: Trucks will be staged in a designated area to avoid unnecessary reversing alarms before 4:00 AM. • Staging Away from Residences: Trucks will be staged on the north/east side of the site, away from residential areas, to minimize noise. • Minimizing Engine Idling: Concrete trucks will be required to turn off engines while waiting, except when necessary for operations. During Pour Operations (4:00 AM - Completion) • Low RPM and Reduced Throttle Operation: Operators will be instructed to minimize RPMs and throttle use when moving trucks and pumps. • Communication via Radios Instead of Horns: Crews will use two-way radios for coordination instead of honking or shouting. 2. Light Pollution Mitigation Lighting Setup & Orientation • Directional Lighting Placement: All floodlights will be positioned to shine North and East, away from homes and nearby apartments. • Shielded Light Fixtures: Temporary lighting nearby residences will have shields to direct light downward and prevent spillage into neighboring properties. Timing & Adjustments • Pre-Pour Walkthrough: A site supervisor will verify light positioning before the pour begins. • Ongoing Monitoring: Crew members will monitor and adjust light direction if any complaints arise or unnecessary glare is observed. 3. Communication with the Community • Advance Notification to Residents: A notice will be sent to nearby residents at least 48 hours before the pour, informing them of the early morning activity and mitigation measures. • On-Site Point of Contact: concerns during the pour. 4. Compliance & Monitoring • Supervisor Oversight: The site supervisor will ensure compliance with this mitigation plan. • Noise & Light Checks Every Hour: Crews will check and adjust lighting and noise control measures as needed. • Post-Pour Review: After the pour, the team will review any complaints received and adjust mitigation strategies for future pours.
