Addition at 1137 Dock St, Tacoma
Tacoma Planning and Development Services permit SDEV25-0130: issued Jun 5, 2026 for addition work at 1137 Dock St. The original Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) remedial action conducted in the observed RA 3 erosional area included construction of a thick slope cap in 2003. Repairs were made to this RA 3 area in 2007 to remove an observed debris mound near the top of this steep slope and the slope cap was reconstructed in this area. Slope cap repairs were made to this same area in 2021 to address downslope movement of slope cap material from the top of the slope that exposed the underlying slope, including a concrete block and a small area of slag material. During the 2023 low-tide slope cap inspection, it was observed that the slope cap had eroded again in this same RA 3 area near the top of the slope that exposed the underlying slope. Additionally, there is some observed erosion of the slope cap armoring layer near the top of the slope just south of this exposed underlying slope. The original CERCLA remedial action conducted in 2004 in the RA 8 erosional area included placement of a thick slope cap up to an elevation of 0 to +5 feet mean lower low water (MLLW) to cover the underlying contaminated slope. The second phase of thick slope cap construction occurred in 2014 on the upper portion of the slope (between 0 MLLW and the top of the slope at approximately + 17 feet MLLW) in the RA 8 erosional area as part of an emergency action to address the imminent failure of the bulkhead in this area. Additionally, large woody debris (LWD) was anchored higher up on the cap slope. During the 2023 low-tide slope cap inspection of this RA 8 area, exposed geotextile areas were observed at multiple locations on the slope cap indicating loss of slope cap material over time. Additionally, it has been observed that the steel anchors holding the LWD debris in place on this slope are corroding. To address this erosion and repair the slope caps areas within RA 3 and RA 8, the slope caps will be repaired by a contractor on behalf of the City. The RA 3 slope cap repair will include the placement of slope cap filter material over the exposed underlying surface at the top of the slope, followed by the reconstruction of the slope cap armoring in this area that will include a layer of riprap over a larger extent of the slope to create a more stable surface to handle the wave conditions present in this area. A layer of habitat mix will be placed over this riprap to fill the void spaces. The RA 8 repair will reconstruct the slope cap, removing some of the existing habitat mix present on the slope and then placing a layer of filter rock followed by quarry spalls over the surface, and finishing with a layer of habitat mix. As part of the RA 8 slope cap repair, the LWD will be re-anchored on this slope.
