Grading at 3802 Taylor Way, Tacoma
Tacoma Planning and Development Services permit SDEV26-0102: issued Jul 17, 2026 for grading work at 3802 Taylor Way. Project consists of three distinct portions of work: 1. Maintenance of the Fife Ditch between 4th St and Taylor Way. The work will include the removal of sediment from the ditch prism to restore it to original design specifications. It will also include the removal of vegetation on side slopes of the ditch to remove invasive species and allow better flow of water in the ditch. Side slopes will be seeded with a native grass mix and covered with jute matting when complete. This work is being completed under the Port of Tacoma Programmatic Ditch Maintenance Permit as noted on Sheet C1.0. This component of work does not require City review or permitting. 2. Site Cleanup - This component will include the removal of remaining debris from previous homeless encampments on the site. The encampments were removed in early 2024. During that process pockets of debris including batteries, cloths, tools, wood scraps, drug paraphanalia, and misc other debris were left on site and materials were tracked into the top 6" of soil by equipment removing the bulk of the debris. The project will remove the upper 6" of debris laden soil in the areas shown on sheet C1.0 and dispose of this material at an appropriate landfill. WDA application with Tacoma Pierce County Health Department will be secured before construction. Also as part of this work an area of invasive species will be excavated in the area shown on C1.0 to remove the root mass from reed canary grass and yellow flag iris. This material will also be removed from the site and disposed of at an apprpriate landfill. Finally an area approximately 2,000 SF in size of slag containing soil was found during preliminary site explorations. This material has low levels of arsenic contamination and it also will be excavated and removed from the site to an appropriate landfill facility. In total approximately 1700 CY's of soil will be removed and taken to an appropriate landfill for disposal. 3. Tree Removal - the site has a number of trees that have been labeled as hazardous by a certified arborist. A number of other trees will need to be removed to allow for the removal of the debris and to complete the cleanup and invasive removal efforts. Other identified trees will be removed at this time as well to allow for the next phase of work anticipated during the summer of 2027 to complete the habitat creation and enhancement on site. The habitat plan has been submitted under City of Tacoma Critical Area Permit LU25-0176. The site cleanup component is the work that this permit is centered around. The Port has submitted an application to the Department of Ecology to obtain a Construction Stormwater Permit for the site. It is anticipated that all stormwater will infiltrate as it does today as we are only removing material from the site. There will be no additional grading or fill as part of this project. There will be no utility improvement and no impacts to City streets. Site access for this work will be from the Full Container Recovery site located at 5313 4th St in Fife.
