Wake County Permit and Inspections permit CBPR-150416-2025: issued Sep 22, 2025 for alteration or repair work at 2400 John Brantley Blvd. Sp - dth/jw rdu - terminal 2 - all trades - prep work for 1st phase north expansion to include modify egress, add temp walls, new transformer vault and relocate fire controll center - all trades - this project, design package 1b, is the early enabling work of a multi-phase landside terminal expansion. It includes interior demolition and alterations to redirect egress paths away from upcoming construction zones on the north side of the terminal, a new utility transformer vault, a new fire operations center to replace the existing one, and replacement of HVAC pumps. This package also includes the erection of temporary walls to isolate occuipied areas from demolition and construction areas. Also included are the foundations and structural framing for the upcoming north addition that will be submitted as a separate permit package at a later date. Phase 1 will expand the north landside end of the terminal. Phase 2 will expand the south landside end of the terminal. Phase 3 will include other interior system upgrades. All phases will be performed by the same construction manager and design professionals for the same owner, raleigh-durham international airport authority. Each phase consists of multiple "design packages" that will be submitted separately for building permits throughout 2025. The construction manager intends to complete certain areas within this design package and request temporary certificates of occupancy for each completed area. This drawing depicts each of the intended tco areas for design package 1b. - Tco 1 – temporary exist passageway re-route around stair 18: o description: existing exit stair 44 provides egress to an exit passageway via exit stair 18, ultimately leading to an exterior exit on the building's north elevation. Exit stair 18 is scheduled for modification under tco 4. During this modification, a temporary tco 1 exit passageway will redirect egress from exit stair 44, bypassing stair 18, and connecting to the existing north exit. Upon completion of the tco 4 modifications to stair 18 and associated passageway, the temporary tco 1 exit passageway will be decommissioned. O affected room: bag make-up room # 1560 - tco 2 – stair 31 egress reconfiguration: o description: to accommodate north addition construction, the egress path from exit stair 31 will be temporarily altered. The existing path, discharging east at the passenger curb via a north-end exit passageway, will be blocked. During the interim period, occupants will evacuate primarily through corridor 2400c to the ticketing hall, and secondarily to baggage claim level, exiting via the open arrival circulation room (1450). Enhanced wayfinding measures, including signage, emergency lighting, and luminous floor markings, will be implemented to clearly delineate the path through the international bag claim area to the building's east-side exterior exits. An existing overhead coiling grill along the proposed egress path will be replaced with a temporary wall incorporating doors equipped with code-compliant hardware. O affected rooms: vestibule 1400v1, corridor 1400c3, corridor 1400c4, and arrival circulation 1450 - tco 3 – reconfigured elevator machine room 1461: o description: the proposed north addition will require partial demolition of elevator machine room 1461. Specifically, the north end of the room, including the existing entrance, will be demolished, and a new access door will be installed on the south elevation. Machine room components, including the power disconnect, will be relocated as necessary to accommodate the revised room layout. Following completion of the north addition construction, elevator machine room 1461 will be restored to its original dimensions. O affected rooms: elevator machine room 1461, and arrival circulation 1450 - tco 4 – NW exit passageway & stair 18: o description: construction of permanent exit passageway from exit stair 18 and modification of stair 18. Existing stair 44 and stair 18 currently converge at level 01, discharging to an exterior exit on the building's north elevation. Construction of the proposed north addition will obstruct this existing egress path. A new permanent northwest exit passageway will redirect egress from both stairwells to a new exterior exit on the building's west elevation. Due to a 2'-9" differential between the new passageway's finished floor elevation and the existing stair 18 discharge level, the lowest flight of stair 18 will require modification. O affected rooms: corridor 1300c3, stair 18, storage 1330, corridor 1300c1, rooms 1305b, 1305c, 1305d, and 1305e, office 1311, and 1311e - tco 5 – demolition of stair 15, & enclosure of gates c8 and c10 hold rooms: o description: to accommodate the north addition, existing exterior exit stair 15, serving the concourse, will be demolished. The resulting loss of 270 occupant egress capacity will be mitigated by temporarily enclosing the waiting areas (hold rooms) with construction partitions to prohibit occupancy. These hold rooms must be closed prior to the demolition of stair 15. Gate c8 will be permanently closed as a consequence of the north addition. Gate c10 will reopen upon completion of the north addition. Stair 15's egress capacity will be replaced by modifying stairs 6 and 11 into scissor stairs, effectively doubling the egress capacity at each of these locations. O affected rooms: hold room 2250, and hold room 2310 - tco 6 – new duke transformer vault room: o description: modification of storage room 1220 to construct a new duke energy. Transformer vault, supplying power to the entire facility. Tco 6 also includes a new partition to subdivide the remaining storage room1220 space into two storage rooms 1220a (2,350 sf) and 1220b (2,714 sf). O affected room: storage 1220 - tco 7 – construction of temporary fire operations center, installation of new mechanical pumps, north side of utilidor MEP rework o description: construction in utilidor level 00 - construction of a temporary fire operations center to replace the existing fire operations center that will be lost when the north addition is built. New facp's will be installed within to replace those in the existing space. The existing elevator control panel will be relocated here from the existing space. Also, the north side of utilidor will undergo structural reinforcement and MEP infrastructure modifications to prepare for the north addition. New HVAC pumps will be installed on the south end to replace those impacted on the north end. O affected rooms: utilidor l1500c1, l1500c3, mechanical l1410, and l1595. - Tco 8 – temporary walls: o description: construction of temporary interior and exterior walls to isolate occupied areas from the construction zone. On the north end of the building, these walls will become part of the building envelope. - Tco 9 – demolition: o description: demolition of the building's north-side exterior walls, cbp offices, roof & building systems. Following the erection of temporary exterior walls under tco 8, the remaining existing exterior walls, level 1 north cbp office areas (inclusive of roof slabs), and associated building systems will be removed to allow for construction of the north addition under a separate permit.
